Measuring Impact of LTA Initiatives
SEDA have been developing an impact evaluation approach which they have used for evaluating small scale projects. It's mainly based on 'theories of change', which involves project leaders/team setting out their 'theory of change' ie how and why they think the project activities will lead to outcomes. The 'toc' is then used as a framework for evaluation that helps systematic thinking about what evidence will help them to refine project team's 'theory' by understanding what factors have influenced change.
The approach is evolving. It's been adopted by one of Sheffield's CETLs (CILASS - Centre for Inquiry-based Learning in the Arts and Social Sciences www.shef.ac.uk/cilass/home.html) for their project evaluation, and is also being used at a larger scale to evaluate institutional projects.
